The Brown Center on Education Policy at Brookings recently released study conducted by Harvard’s Program on Education Policy and Governance shows students who used privately-funded scholarships in New York City to obtain a K-12 education were more likely to attend college than a control group of their peers. In particular, the study finds a large, statistically significant and positive impact on the rate of African American students, who received K-12 scholarships, going to college. Most impressively, the study’s estimates indicate that using a voucher to attend private school increased the overall college enrollment rate among African Americans by 24 percent.
