Children’s Scholarship Fund Philadelphia Welcomes New Members to Board of Directors 

PHILADELPHIA – Children’s Scholarship Fund Philadelphia (CSFP) welcomes two new members to the organization’s Board of Directors. Marcia Zaruba O’Connor and David Landskroner joined CSFP in January to govern the organization and advance its mission over the next three years. CSFP is thrilled to be joined by individuals with knowledge, expertise, and passion for the organization’s mission.  

Marcia Zaruba O’Connor is the Founder and CEO of The O’Connor Group, a premier firm specializing in outsourced Human Resources and Recruitment-as-a-Service for small and mid-sized companies across Professional Services, Life Sciences and Healthcare, Information Technology, and Manufacturing. In 2026, she launched 57th Street Partners, a boutique executive search firm connecting top-level executives with transformative opportunities in life sciences, technology, energy, and professional services. Marcia is deeply engaged in the community as a Trustee of Widener University, the Chamber of Commerce of Greater Philadelphia Board, the M&T Bank Advisory Board, and current President of the Philadelphia 100 Forum. She also founded Shadow Her.org, a 501(c)(3) nonprofit equipping female business owners with essential operation skills for success.

Being able to contribute to this work and witness its impact firsthand is both an honor and a privilege,” said O’Connor. 

David Landskroner is the Founder and CEO of Hightop Real Estate & Development, a vertically integrated real estate investment, development, brokerage, and property-management platform serving the Greater Philadelphia region. Under his leadership, Hightop has grown into a multi-disciplinary organization delivering multifamily, mixed-use, lifestyle retail, and ground-up residential projects across Pennsylvania and New Jersey. He was named a Rising Star Deal Maker of the Year in 2021 and a Philadelphia Business Journal 40 Under 40 honoree in 2025. Beyond real estate, David is an active entrepreneur, mentor, and philanthropist, with a focus on youth development and community programming through the YMCA. 

“As someone who came to Philadelphia over 20 years ago and has built my career in real estate development here, I’ve learned that strong communities are built on opportunity and investment in people. I joined CSFP’s Board because I believe quality education is the foundation that changes lives and creates lasting impact for families. Through my work in development, I’ve seen how essential it is to invest in our communities at every level, and there’s no better investment than giving children access to the education they deserve,” said Landskroner.

Children’s Scholarship Fund Philadelphia (CSFP) changes lives by providing scholarship funding for Philadelphia families to choose a tuition-based school that meets their student’s educational needs. It is the largest and most diverse provider of K-8th scholarship support in Pennsylvania, focusing on the highest need students in the lowest-achieving schools in the city. During the 2025-26 school year, CSFP awarded more than 6,800 scholarships for K-8th grade students enrolled at more than 150 tuition-based schools in the Greater Philadelphia area. CSFP scholarships are need-based and awarded by random lottery. To learn more, please visit www.csfphiladelphia.org
