This report was commissioned by The Pew Charitable Trusts and was researched and written by senior policy analyst Michael Griffith and policy analyst Maria Millard of the Education Commission of the States, a nonpartisan organization created by the states to analyze education trends and provide a forum for state leaders to share information. Larry Eichel, director of Pew’s Philadelphia research initiative, edited the report along with Daniel LeDuc, Bernard Ohanian, Carol Hutchinson, and Elizabeth Lowe.
